Questions

The caplets and Liqui-Gels list different diphenhydramine amounts. Does it matter?

Not for the border. The caplet uses diphenhydramine citrate 38 mg and the Liqui-Gel uses the hydrochloride at 25 mg, an equivalent antihistamine dose. Neither form is controlled in Korea.
